U.S. Raises Terror Threat Level on `Increased' Risk

Dec. 21 (Bloomberg) -- The U.S. raised its security alert to the second-highest level of orange, or ``high,'' because of a ``substantial increase'' in the potential for terrorist attacks during the holidays, the Department of Homeland Security said.

The status was raised from yellow, or ``elevated,'' to one tier below the highest rating of red, or ``severe.'' Homeland Security Secretary Thomas Ridge said ``credible threats'' received ahead of the Christian and Jewish holidays prompted the change.

``Recent intelligence has indicated that al-Qaeda desires to attack the U.S. are at a greater point than at any other time since Sept. 11,'' Ridge said at a press briefing in Washington.

... It is the fifth time the orange alert has been activated since the system began in March last year.

A simple Question

If worrisome chatter is "perhaps greater now than at any point since Sept. 11, 2001," then why wasn't the American public warned prior to 9-11 if our government was so concerned about an attack back then?
