PARIS, April 18 —
"...Wrapping up the largest arms deal by a former Soviet-bloc country since the end of the cold war, Poland today signed contracts to pay $3.5 billion for 48 American-made Lockheed Martin jet fighters.
The deal was also striking because it included what appears to be the largest so-called offset deal ever, an arrangement that has become a necessary part of the international arms trade.
In return for buying the fighters, Poland prevailed on Lockheed to organize a package of investments in Poland by Lockheed and other American companies totaling $6.3 billion. The package includes an agreement to build the jet engines for the Lockheed F16's in factories in Poland, but also accords by General Motors to expand a car plant there and by Motorola to install an emergency telecommunications system for the Polish government.
"It's the deal of the century," said Christopher R. Hill, the American ambassador in Poland, echoing Polish officials. "Really what Lockheed did," he said by telephone from Warsaw, "is to develop a team U. S. A. concept."
