The 'outs' of Washington politics can often be found plotting the future in the think-tanks. Here you can find out what Dick Cheney, Donald Rumsfeld, Paul Wolfowitz, Richard Perle and many other prominent Bush administration hawks were thinking in 1997, as they set out a new conservative foreign policy doctrine to combine 'military might and moral leadership', which became the hawks' post-9/11 blueprint. At the time, the neo-conservatives were unclear as to whether their agenda would take hold: 'The process of transformation is likely to be a long one, absent some catastrophic and catalysing event-like a new Pearl Harbour.'
