"...Richard Haass, director of policy planning at the State Department, has been named president of the Council on Foreign Relations.
Haass, 51, a principal foreign-policy adviser to Secretary of State Colin Powell?, will take over July 1 from Leslie Gelb, who served at the New York City-based private research group for 10 years, Council Chairman Peter G. Peterson said.
The policy-planning department at the State Department has for decades served as the principal office for long-term planning and for providing the secretary of state with independent advice.
A successor to Haass was not immediately named.
"It is a great honor to help lead the premier foreign-policy organization, not just in the United States, but in the world," Haass said.
