SAN JOSE, Calif. – Punch-card ballots from today's historic recall election are sure to get a going-over by political activists, but some computer scientists think touch-screen voting machines deserve just as much scrutiny.

Though punch-card ballots caused headaches for Florida election officials with their "hanging" and "pregnant" chads, nearly one in 10 California voters will be using touch-screen machines, which don't produce printouts voters can see. And no paper printouts, the scientists say, would make a legitimate recount impossible.

"You can't do a meaningful recount if the question is about the integrity of the voting machines themselves," said David Dill, a professor of computer science at Stanford University. He urged voters in the four counties using touch-screen terminals to vote with absentee ballots.

The concern of Dill and some of his colleagues was dismissed as overblown and irresponsible by county registrars and executives at the companies that sell and update the electronic voting machines.

None of the elections officials who supervise the 50,000 touch-screen machines serviced nationwide by Diebold Election Systems has reported glitches or computer hacks that have resulted in known miscounts or fraud, said Mark Radke, director of the voting industry division of North Canton, Ohio-based Diebold.

But according to a July study by Johns Hopkins and Rice universities, any clever hacker could break into Diebold's system and vote multiple times. Researchers found it was theoretically possible to insert "back doors" into software code that would allow hackers or insiders to change future voters' choices and determine the outcome.

Activists are demanding that ballot machine vendors include printers that produce paper receipts so citizens can confirm that paper results match their touch-screen choices. Receipts would go into a county lock-box for use in recounts.

Oct. 10 — SAN FRANCISCO More than 380,000 ballots cast in the recall election did not have a valid vote on whether to recall Gov. Gray Davis, and most of them were made on punch card systems, according to two independent studies.

Even if the 4.6 percent of Californians whose ballots did not answer the recall question had voted against it, Davis would have lost. The recall passed by a margin of 10.8 percent, and Republican actor Arnold Schwarzenegger enjoyed a comfortable victory.

Gov.-elect Arnold Schwarzenegger on Thursday unveiled his 68-person transition team, which unites prominent Democrats with Republicans closely linked to President Bush.

... Schwarzenegger's transition team, led by U.S. Rep. David Dreier , R-Calif., will confer with Davis' aides and recommend filling key posts.

...Democrats who will help Schwarzenegger shift from Hollywood to Sacramento include San Francisco Mayor Willie Brown and Los Angeles Mayor Jim Hahn. Also on the list: Susan Estrich, a law school professor who was Michael Dukakis' campaign manager in the 1988 presidential race.

...Notably absent is billionaire financier Warren Buffett, a Democrat who co-chaired Schwarzenegger's economic advisers during the recall campaign. Buffett fell out of favor after he said Californians should pay higher property taxes.

... Schwarzenegger said his transition team has "no White House connection." But the group includes Republican businessman Gerald Parsky, the White House's political liaison in California. Parsky and state Senate Republican leader Jim Brulte, who is also on the team, are confidants of White House political strategist Karl Rove.

...Other Republicans include former governor Pete Wilson, former secretary of State George Shultz, former Los Angeles Mayor Richard Riordan and businessman Bill Simon, who dropped out of the recall campaign. Ivan Reitman, director of three Schwarzenegger movie comedies, adds a Hollywood flavor to the group.
