Before and now- The Iraqi Oil Deals

Business Day

The removal of President Saddam Hussein from power will most likely reshuffle foreign participation in Iraq's oil sector which has been so far off limit to US companies.

Iraq's oil production costs are amongst the lowest in the world, making it a highly attractive oil prospect for foreign investment. Following is the current state of oil contracts involving foreign participation, compiled from past announcements and specialised publications.

(The fields below are known structures that are either producing below capacity, in need of repair or not developed at all.The drilling and repair works were authorised by the United Nations as they were financed by the _oil for food_ program. Production-sharing agreements (PSAs) and production and development contracts (DPCs) involve foreign investment and are therefore subject to the lifting of the UN sanctions imposed 12 years ago.)

  • Al Ahdab field, in southern Iraq. PSA signed with China's CNPC in 1997.

  • Amara, in the south. DPC signed with PetroVietnam in 2002.

  • Bai Hassan, in the north. Russia's Tatneft and Zarubezhneft have drilling contracts.

  • East Baghdad, in the center. Several international oil companies said to have expressed interest in developing capacity.

  • Gharraf, in the south. Turkey's TPAO seen as main contender.

  • Halfaya, in the south. Australia’ BHP competing with CNPC, a South Korean consortium, India's ONGC and Italy's ENI.

  • Kifl, south of center. Tunisia's ETAP expressed interest.

  • Kirkuk, in the north. Tatneft, Zarubezhneft, TPAO and Romania's Petrom have drilling contracts.

  • Luhais and the nearby field of Subba, in the south. Russia' TNK and Machinoimport, Sweden's Lundin and CNPC expressed interest.

  • Majnoon, in the south. PSA initialed in 1998 with France's TotalFinaElf, not signed.

  • Nahr bin Umar, in the south. PSA initialed in 1998 with TotalFinaElf in 1998, but not signed. Zarubezhneft expressed interest.

  • Nasiriyah, in the south. ENI and Spain's Repsol expressed interest.

  • North and South Rumaila fields, in the south. Russia's Tatneft, Zarubezhneft and Lukoil contracted for repair work.

  • Nur, in the south. DPC signed in 2001 with the Syrian Petroleum Company (SPC).

  • Ratawi, in the south. Shell (British

  • Dutch) seen as leading contender. Opposition includes Malaysia's Petronas and Canada's Nexen.

  • Saddam, in the north. Tatneft and Zarubezhneft have drilling contracts.

  • Tuba, in the south. Consortium made up by Algeria's Sonatrach and India's ONGC and Reliance companies competing against Indonesia's Pertamina.

  • West Qurna, in the south. Iraq scrapped in December 2002 a PSA signed in 1997 with a Lukoil

  • led Russian consortium. The Russian government has protested and Lukoil is maintaining its rights on the field.

According to the US Energy Information Administration, only 15 of Iraq's 73 discovered fields have been developed, because of wars and sanctions. Beside developing oil fields, Iraq has invited foreign investment in nine exploration blocks in the western desert, stretching from the border with Kuwait to that with Jordan that could add another 100 billion barrels to its proven 112 billion barrels of crude reserves. Three blocks were awarded, to ONGC in 2000, to Pertamina in 2002, and to Russia's Stroitransgas, in early 2003.

    Longdown Consultants -January 2003

"...contacts between Russia and Iraq in the last few days are said to have resulted in Stroitransgas-oil and Soyuzneftgaz signing agreements with the Iraqi oil ministry in Baghdad and LUKoil’s contract to develop the West Qurna-2 contract being reaffirmed. Apparently Stroitransgas-oil signed a deal for the exploration and development of oil fields in south-western Iraq (described as Block 4) and Soyuzneftgaz signed a deal to develop the southern Al-Rafidain oilfield.

Cheney's list of Oil Projects in Iraq

    SF Chronicle

The documents, obtained by the public interest group Judicial Watch after a protracted court battle with the White House, show Iraq's oil fields, its major refineries and pipelines.

The papers also list companies from countries that were interested in doing business with Saddam's regime, ranging from Algeria to Vietnam.

Big bro 43, 1st non-elected resident of the white house, are you a serial liar, or are you the “leader of the free world who doesn’t do nuances”, or a puppet dangling at the whims of your PNAC masters?

In the presidential debates, whoever the Democrat is--let’s say Kerry; should use some of these as talking points regarding Bush’s warmongering. As he makes each question, he should have a small placard behind him summarizing the point. He has to do the Columbo thing of asking open-ended questions, luring him in, and then snaring him into the trap. As Bush speaks he must use the same poster saying, “Typical, insider, political double-speak” as none of Bush’s answers matter.

Question 1: Regarding your 2000 platform, how have you kept your word in keeping the US from peacekeeping missions?

Question 2: Regarding Afghanistan, do you remember making the injudicious remark about the “Crusade” against terrorism?

Question 3: With the previously mentioned just plainly stupid remark, as well as bombing the hell out of Afghanistan and Iraq, you have incited US hatred in Islamic countries!

Question 4: Regarding bin laden, do you remember making the imprudent comment about bringing him back “dead or alive”?

    Question 4 additional comments:
We have all heard about how Pakistan’s ISI would never capture bin laden. Why then did the Bush team cooperate with them? The Bush Administration consciously took the decision in “the post September 11 consultations” with Lt. General Mahmoud Ahmad, Pakistan’s chief spy, to directly “cooperate” with Pakistan’s military intelligence, its ISI, despite its links to Osama bin Laden and the Taliban. The Pakistanis feared that to capture or kill Bin Laden so soon after a deeply unpopular war in Afghanistan would incite civil unrest in Pakistan. It is believed an agreement was reached between ISI and US authorities shortly after Bin Laden’s flight from his stronghold Tora Bora in Afghanistan in December 2001. So, we weren’t actually going to get him “dead or alive”, but Bush’s team never told us.

Question 5: Did oil have anything to do with the attack of Afghanistan?

    Question 5 additional comments:
The Bush administration just shortly after assuming office slowed down FBI investigations of al Qaeda and terrorism in Afghanistan in order to do a deal with the Taliban on oil—an oil pipeline across Afghanistan. Part of the Bush administration’s bargaining tactics involved threats of war. Clinton wouldn’t allow the Unocal pipeline project to proceed because his administration forbade any American companies from doing business with the Taliban, the protectors of bin Laden in Afghanistan. You have no such scruples and it is running smoothly now that you have your man Hamid Kharzai, in charge of the post-Taliban Afghan interim government. Not coincidentally, in addition to being the head of Afghanistan, Kharzai also had acted as a consultant for Unocal.

Question 6: Also, about bin laden, what about your pledge that if we didn’t get him, we would fail in that Afghanistan segment of the “everlasting war against terrorism”?

Question 7: Has the US lost credibility due to your lies regarding Hussein’s “WMD” and Iraq being an imminent threat to the US?

Question 8: Remember your pledge of being a ”uniter not a divider”?

    Question 8 additional comments:
You haven’t done that with the international community. Your isolationist approach toward the world proved to be lucky. If that had the US ratified the treaty setting up the International Criminal Court (ICC), the US would have been sued by Greek lawyers as part of an August 4th lawsuit filed with ICC against senior UK officials for allegedly breaching international law by attacking Iraq. The Greek lawyers say they have compiled a dossier against the officials, including more than 20 alleged war crimes.

Question 9: Have you used “sources and methods” consistently?

    Question 9 additional comments:
