Declassified 900 pages-report on September 11
leaves too many questions open

NY Daily News writes, that "some advocates for Sept. 11 victims and lawmakers already are accusing the Bush administration of whitewashing the findings" of this report:

"...Kristen Breitweiser, who lost her husband, Ron, in the World Trade Center and is a representative of Sept. 11 families, was disheartened that the report says intelligence services collected nothing that "identified the time, place and specific nature of the attacks."

"Maybe the terrorists didn't say, 'At 9:43 a.m. we're going to ram a plane into the Pentagon.' But the whole point of intelligence is to be intelligent," Breitweiser said. "Take information, glean something from it and prevent life lost. It's an absolute joke for the intelligence agencies to exonerate themselves."


"...Sen. Chuck Schumer (D-N.Y.) said he's "troubled" that the White House censored 28 pages of the investigation on Saudi Arabia's ties to Al Qaeda.

"Not releasing this part of the report is going to raise a lot of questions and a lot of eyebrows," he said...

More details revealed the Washington Post:

"...On Aug. 27, 2001, Spanish police intercepted a telephone call that may have been a cryptic warning of the attacks. The recipient of the call, Imad Eddin Barakat Yarkas, met twice with bin Laden and had contacts with hijack leader Mohamed Atta and attack planner Ramzi Binalshibh. The report shows that Yarkas was told: "We have entered the field of aviation and we have even slit the throat of the bird," a reference, the FBI believes, to the American eagle.

After the hearings last year, the panel found that the FBI and the CIA had not grasped the magnitude of the terrorist threat on U.S. soil and did not pursue leads or share information that might have unraveled the plot. Among the new facts the report provides is more information about the contacts several of the hijackers had with members of the Muslim community in San Diego, including the two men who had already come to the FBI's attention over their possible connection to terrorists. Previously disclosed information developed by the panel showed that the two hijackers had rented a room in San Diego from an FBI informant, and that two Saudi men who aided them financially received significant sums of money from Saudi Arabia.

New details in the report show that a San Diego business owner who hired Alhazmi was associated with a Palestinian terrorist group and had been a subject in several FBI investigations dating to 1991, the sources said. The man, a U.S. citizen whose name is deleted in the report, made various threatening comments to the San Diego police, the report said, including that Americans should be "killed" for what the United States had done to Iraq in the Persian Gulf War and that the country "needed another Pan Am 103 attack and that he would be the one to carry it out."

In January 2000, the FBI opened a new investigation on the business owner after the brother of a known bin Laden operative was seen getting into his car at a mosque parking lot, according to the report. A year later, the man's stockbroker contacted the FBI, saying the businessman had cleared out his account and had announced that he was sending money to freedom fighters in Afghanistan.

After the Sept. 11, 2001, attacks, the business owner told the FBI that he had hired Alhazmi upon receiving a call from mutual friends at San Diego's Saranac Street mosque who had recommended him.

The report concluded that the two hijackers were close to an imam at the mosque, and that when the imam moved to Falls Church in 2001, they moved to Falls Church as well, making contact with people at his new mosque, Dar al Hijrah.

According to the report, the imam was the subject of an FBI counterterrorism probe in 1999, and attracted the attention of the FBI again in early 2000 because of his contact with an associate of Sheik Omar Abdel Rahman, the blind cleric imprisoned for his role in the first World Trade Center bombing.

While the imam is not named in the report, law enforcement sources confirmed that he is Anwar Aulaqi, a Yemeni who left the United States in March 2002.

After the Sept. 11, 2001, attacks, Aulaqi told reporters at the San Diego Union-Tribune that he did not know Almihdhar and Alhazmi. In a chat on the IslamOnline.net Web site on Sept. 17, 2001, Aulaqi suggested that Israeli intelligence agents might have been responsible for the terrorist strikes and that the 19 men named by the U.S. government were framed.

"It appears that these people were victims rather than hijackers. It seems that the FBI went into the roster of the airplanes and whoever has a Muslim or Arab name became the hijacker by default," Aulaqi wrote. A government official said U.S. law enforcement has concluded that Aulaqi knew the San Diego hijackers but that he did not have advance knowledge of their plans.

Some panel members, among them the chairman, Sen. Bob Graham (D-Fla.), have said that the inquiry received a great deal of declassified information but that they remain frustrated that portions of the report, including a section on the role of foreign governments, have been excised.

"...A 900-page declassified version of the report being released Thursday was expected to provide fresh details of the Sept. 11 plot and government failures but no "smoking guns." Excerpts of the report were provided to The Associated Press before its official release.

Former Democratic Georgia Sen. Max Cleland, who was a member of the joint congressional committee that produced the report, confirmed the official's statement.

Asked whether he believed the report will reveal that there was no connection between al-Qaida and Iraq, Cleland replied: "I do ... There's no connection, and that's been confirmed by some of (al-Qaida leader Osama) bin Laden's terrorist followers."


Did the NSA Lose a Sept. 11 Hijacker?

The National Security Agency missed a prime opportunity in early 2000 to crack the Sept. 11 plot, according to a forthcoming congressional investigation of the attacks. The report of the House and Senate Intelligence committees, to be released Thursday, will say that the NSA intercepted and analyzed "several communications" between future 9/11 hijacker Khalid al Midhar and an al-Qaeda safe house in the Middle East.

But despite the agency's vaunted signals intelligence (SIGINT) technology, which enables it to intercept telephone, radio, cell phone, e-mail and fax messages worldwide, the NSA didn?t realize that the messages, from someone vaguely identified as "Khalid," originated in the U.S., the report charges. As a result, the FBI wasn?t alerted to what could have been a valuable lead.

9-11 report could add thunder to Graham candidacy

"...Unfortunately, large portions of the report remain classified, including a section on Saudi Arabian involvement in the attacks. Curiously, the Bush administration seems willing to appease allies such as Saudi Arabia, yet willing to alienate allies such as France and Germany.

Obviously, there's more to the Saudi Arabia story than meets the eye. But that remains classified. Graham, who was part of the independent commission on the Sept. 11 attacks, said that other potentially embarrassing information has been withheld for political reasons.

So for now, we will probably not get a smoking gun. In fact, the report may not even be the thunder that Graham needs. However, when put into the context of our ongoing conversation about elements of Bush's 2003 State of the Union address that were based on forged documents, a frightening picture could emerge. It will only emerge, however, if all these scattered, seemingly unconnected story lines are put together in a narrative that is clear and unambiguous. And if the right questions are asked: Who forged the documents? What was the motive? When did the White House find out, and who directed the coverup?

Few have the knowledge and the fortitude to tell that story and to ask the right questions. And only one of them is a presidential candidate.

Bob Graham will connect the dots. He will speak on the Sunday morning talk shows and in two-sentence newspaper quotes and on the cable gabfests and in gruesomely long candidates' forums in Iowa and New Hampshire. He may even appear on Fox. He will perform the task of explaining - in that wonkishly detailed way that he is famous for - what the administration knew and when it knew it.

But will America listen? Will the senator's narrative resonate? And, perhaps more importantly, where will it lead?

Graham's personal style may not be electrifying, but the substance of this report may have a kind of whistle-blower's energy. By documenting the complicated timeline of intelligence failures, this report could even lead to something much more damaging to Bush than electoral failure.

Last week, Graham said that if Bush knew a statement in his State of the Union speech was inaccurate, he would be guilty of misleading the American people in the run-up to the Iraq war. Graham hasn't called for Bush's impeachment, but he has pointed out that if Bush lied, it would be "more serious" than Clinton's personal transgressions.

You're probably familiar with that old expression "Where there's smoke, there's fire." Well, if the Bush administration's statements and explanations of the now-infamous 16 words are any indication, there's a whole lot of fire somewhere.

And lightning hasn't even struck. Yet.

NY: Rep. Engel wants declassification of Saudi Involvement
