ALERT

Bush to Stay at Texas Ranch a Month

Associated Press

WASHINGTON - It's billed as a working vacation, but fund-raisers — at the rate of one every five days — will fill President Bush's schedule during his monthlong stay in August at his Texas ranch.

Continuing his drive to raise at least $170 million, seeking a Republican nomination for which he faces no opponent, Bush is mixing public policy events, mostly on the West Coast, with six fund- raisers in Colorado, California, Oregon, Washington and Minnesota. The practice allows the administration, in certain cases, to bill taxpayers for half the travel costs of the political activity.

THE United States today issued a new global terrorism warning to US citizens abroad, adding hijacking to the list of potential attacks Americans may face after new al-Qaeda threats of attacks similar to the September 11, 2001 strikes.

The US State Department renewed an existing April 21 alert that had not been due to expire until September to incorporate new information about possible new attacks using hijacked aircraft.

"Terrorist actions may include, but are not limited to, suicide operations, hijackings, bombings or kidnappings," it said in a notice titled "worldwide caution".

"These may also involve commercial aircraft."

Feds Say 5-Man Al-Qaida Teams May Try 9-11-Style Attacks

POSTED: 11:23 a.m. EDT July 30, 2003
UPDATED: 12:26 p.m. EDT July 30, 2003

WASHINGTON -- Federal officials say they have no plans to raise the nation's terrorism alert level despite warnings that five-man al-Qaida teams may be planning more Sept. 11-style attacks.

The warning sent to airlines and law enforcement agencies says hijackers may even try to lull their captives into a false sense of security by convincing them it's not a suicide mission.

They also may try to disguise weapons as common items such as cameras, officials say, adding that there are no specific details available.

A copy of the warning obtained by The Associated Press suggests an attack plan could be in place by the end of the summer.

President George W. Bush, speaking at the White House Rose Garden in a rere news conference, said there was a "real threat" of a new al-Qaida attack on the United States.

" I'm confident that we will thwart their attempts," he said.

Flip-flop on air marshal schedules

http://www.msnbc.com/news/945774.asp

Guards will continue to fly on international, cross-U.S. trips

Shortly after the Sept. 11, 2001, terrorist attacks, the federal air marshal program received new funding to increase its coverage on U.S. airlines. Here, a knife-wielding marshal participates in a training exercise in Pomona, N.J.

By Brock N. Meeks

MSNBC WASHINGTON, July 30 —  In an apparent reversal of policy, the Transportation Security Administration will immediately begin scheduling air marshals back on cross-country and international flights, MSNBC.com has learned. The move comes less than 24 hours after MSNBC.com reported that air marshals were being pulled from those flights because of budget problems associated with the costs of overnight lodging for the marshals.

"The liberty of a democracy is not safe if the people tolerate the growth of private power to a point where it becomes stronger than their democratic State itself. That, in its essence, is Fascism — ownership of government by an individual, by a group or by any controlling private power."
