Dean warned of Diebold Voting Manipulationposted by ewing2001 on Thursday January 22, @10:33PMfrom the NY-POST dept.
Dean's Ballot Conspiracy Theory
NY POST -January 22, 2004 The former Vermont governor warned the head of Diebold, which makes electronic voting machines, may rig his equipment so that ballots from Democratic voters are not counted. "Whether you can program a chip or not is up for debate. I think you probably can and have a vote for Al Gore count as a vote for Pat Buchanan," said Dean, who says he'd like every electronic vote counter to leave a paper trail. Some Democrats have charged that Diebold CEO Walden O'Dell is not to be trusted because he's been a Republican

E-voting firm reports computer break-inFederal authorities investigating VoteHere intrusion
MSNBC -Dec. 29, 2003 BELLEVUE, Wash. - A company developing encryption-based software for secure electronic voting has itself become the victim of a computer break-in, the company’s top executive told MSNBC.com. Federal authorities have confirmed that the incident is under investigation. The intrusion into Bellevue-based VoteHere’s corporate network occurred in October, said Jim Adler, VoteHere’s founder, president and chief executive officer. No suspects have yet been named, but Adler said his company, in cooperation with investigators, had developed substantial information about the source of the intrusion over the past two months.

Critics: Convicted felons worked for electronic voting companies
AP/SF Bay Area -Wed, Dec. 17, 2003 SAN FRANCISCO - A manufacturer of electronic voting machines has employed at least five convicted felons as managers, according to critics demanding more stringent background checks for people responsible for voting machine software. Voter advocate Bev Harris alleged Tuesday that managers of a subsidiary of Diebold Inc., one of the country's largest voting equipment vendors, included a cocaine trafficker, a man who conducted fraudulent stock transactions, and a programmer jailed for falsifying computer records.

Graham Introduces Legislation To Ensure America's Votes Count
Senate.gov -Press Release December 9, 2003 Senator Bob Graham, D-Florida, today introduced the Voter Verification Act, legislation that would require computer voting systems to produce a paper record. "After the election of 2000 and the mid-term election - where stories of voter problems were not uncommon - we have to put an electoral system into place in which Americans can have full confidence," said Graham. "This legislation will take us one step further to ensure that every vote really counts and we do not have another debacle like the 2000 election."

A Diebold spokesman promised in a conference call Monday with U.S. District Judge Jeremy Fogel and attorneys from the Electronic Frontier Foundation that it would not sue dozens of students, computer scientists and ISP operators who received cease-and-desist letters from August to October.

"Most people don't realize this is very much a state issue," said Andy "Katherine Harris was the Secretary of State of Florida. Diebold machines threw the election. And King County is already famous for using these machines for doing end-runs around the official vote tallies. These machines have the capability of being manipulated built-in, pure and simple.""

Electronic Voting Firm Sued Over ThreatsAP -Tue Nov 4, 8:13 PM ET
SAN JOSE, Calif. - Free speech advocates sued a manufacturer of electronic voting machines Tuesday, demanding it stop sending legal threats to groups that publish company documents leaked by a hacker. Voting activists who have received the cease-and-desist orders, including students from at least 20 universities, claim the documents raise serious security concerns about Diebold Inc., which has more than 50,000 touchscreen voting terminals nationwide. The Electronic Frontier Foundation and Stanford University's Cyberlaw Clinic filed for a temporary restraining order in federal court.

California Halts E-Vote CertificationWired -November 4
Uncertified software may have been installed on electronic voting machines used in one California county, according to the secretary of state's office. Marc Carrel, assistant secretary of state for policy and planning, told attendees Thursday at a panel on voting systems that California was halting the certification process for new voting machines manufactured by Diebold Election Systems. ….The reason, Carrel said, was that his office had recently received "disconcerting information" that Diebold may have installed uncertified software on its touch-screen machines used in one county. He did not say which county was involved. However, secretary of state spokesman Douglas Stone later told Wired News that the county in question is Alameda.

All the President's votes?
Independent -14 October 2003 By Andrew Gumbel Something very odd happened in the mid-term elections in Georgia last November. On the eve of the vote, opinion polls showed Roy Barnes, the incumbent Democratic governor, leading by between nine and 11 points. In a somewhat closer, keenly watched Senate race, polls indicated that Max Cleland, the popular Democrat up for re-election, was ahead by two to five points against his Republican challenger, Saxby Chambliss. Those figures were more or less what political experts would have expected in state with a long tradition of electing Democrats to statewide office. But then the results came in, and all of Georgia appeared to have been turned upside down. Barnes lost the governorship to the Republican, Sonny Perdue, 46 per cent to 51 per cent, a swing of as much as 16 percentage points from the last opinion polls. Cleland lost to Chambliss 46 per cent to 53, a last-minute swing of 9 to 12 points.

Exclusive: Bev Harris Telephone Interview now up as Online Video at INN World Report, Did E-Vote Firm Patch Election?
WIRED -Oct. 13, 2003
Diebold Election Systems has had a tumultuous year, and it doesn't look like it's getting any better.
Last January the electronic voting machine maker faced public embarrassment when voting activists revealed the company's insecure FTP server was making its software source code available for everyone to see.
Now a former worker in Diebold's Georgia warehouse says the company installed patches on its machines before the state's 2002 gubernatorial election that were never certified by independent testing authorities or cleared with Georgia election officials.
If the charges are true, Diebold could be in violation of federal and state election-certification rules. The charges also raise questions about the integrity of the Georgia election results and any other election that uses patched Diebold systems that have not been re-certified.

Republicans and Brits Will Count California's Recall Votes
EcoTalk -10/2/03
by Lynn Landes
When will the Democrats wake up and smell the fix? There is a reason why George Bush and his cronies wear a perpetual smirk on their faces. There's a reason for their cocksure confidence. They may not win every election, but if they don't, it will because they chose not to. For nothing is clearer than this, Republicans dominate voting technology companies in America. And they have foreign partners.
A handful of Republican corporations and British-owned companies control the vote count in California and across the nation. Britain and it's offshore territories not only shelter corporate America from taxes due to the U.S. Treasury, the Brits are also providing a haven for vote-counting companies like Accenture, the former Andersen Consulting, currently located in Bermuda and slated to count the military online vote in 2004. It's all enough to make one wonder who won the Revolutionary War... American patriots or the British and American Tories?

The Private Voting Meeting: "Piecing it Together"Blackboxvoting.com -August 26By Bev Harris
I spent the weekend pondering what I heard at the ITAA/E-voting secret phone conference Friday. I then went and did a little checking into names and people and came up with some interesting facts and even more interesting questions.
1) The Elections Systems Task Force was the major lobbyist for the Help America Vote Act (HAVA). The ESTF's main purpose was to get congress to foot the bill for e-voting machines ($3.9 billion) and moving the country away from an auditable system, to a system that has no credible auditibility.
Questions: How much money did these companies spend getting HAVA enacted? Who got the money?
2) The ESTF was comprised of Northrop-Grumman, Lockheed-Martin, EDS and Accenture. These companies all have major government contracts, most with the Defense Department.

1. Ohio to recommend buying uncertified Diebold product? Diebold has decided to sell its new TSx touch screen system to Ohio. Problem is, according to the Cleveland Plain Dealer: THIS SYSTEM HAS NEVER BEEN CERTIFIED! The counties must buy the machines in four weeks. No worries, Diebold says it hopes it will have certification in 4-5 weeks. (Huh?)
More on this: Gee, is it true then, that the system the Hopkins scientists studied was old and out of date? Well, consider this: One of the folders on the infamous FTP site was -- you guessed it -- labeled "final certification" documents for the TSx system. In these documents is the very interesting statement under "change log" -- they said they did not need to submit a change log because it is based on a previous submission. So...were there changes or weren't there?

Actually, the software may have been used in as many as 13 states and 197 counties, according to Diebold documents given to Santa Clara County in Feb. 2003 - list of counties at bottom.

Last year, while President Bush marshaled U.S. forces for the invasion of Iraq, the patriots at the Department of Defense awarded the contract for a new online voting system for the military... to an offshore company.
It gets worse.
Secure Electronic Registration and Voting Experiment (SERVE) is the system and Accenture (formerly Anderson Consulting of Enron bankruptcy fame) is the company. And although Accenture has not been officially implicated in the Enron scandal, they have created a reputation of their own that is already raising eyebrows.
